EIA Guideline for Oil and Gas Development in Myanmar

SLP Environmental is part of the technical assistance team awarded the contract to prepare the Environmental Impact Assessment Guideline for Oil and Gas Developments in Myanmar on behalf of the Ministry of Natural Resources and Environmental Conservation (MONREC) which was prepared under a development programme between Myanmar and the Norwegian Agency for Development Cooperation (NORAD).

The Oil and Gas Environmental Impact Assessment guideline is dual purpose in that it was developed to both provide guidance to project proponents preparing Environmental Impact Assessments (EIAs) for onshore and offshore exploration and production projects in Myanmar as well as assist the Environmental Conservation Department (ECD) within MONREC with their review of the submitted EIAs and IEEs.

The Guideline covers onshore and offshore oil and gas activities from exploratory surveys through to abandonment, including:

  • Seismic surveys
  • Exploration, appraisal and production drilling and production activities
  • Oil and gas gathering pipelines and high pressure transmission pipelines including connected pump and compression stations
  • Production, storage and offloading facilities offshore
  • Production and storage facilities onshore (i.e. separation, drying and stabilisation for onward transmission/export)
  • Oil and natural gas terminals; and
  • Ancillary supply/support services

The guideline is designed to supplement the existing regulatory framework and provides an overview of the oil and gas sector in Myanmar and the key environmental and social challenges that may need consideration on a project by project basis based on the nature and location of the project.

The guideline contains an overview of the existing regulatory framework and multi-lateral development bank funded statutory guidance and initiatives whilst providing complementary guidance on the oil and gas sector project specific aspects that will need to be considered when preparing EIAs, SIAs, IEEs and EMMPs for submittal to  MONREC and other relevant line agencies such as the Myanma Oil and Gas Enterprise (MOGE).
